refund from paypal

I cancelled an order, who refunded payment to paypal. Paypal will not refund me. What do I do

Did the order cancel or did the seller refund?

Did you get an email to say you have been refunded?

Is it on temp hold or pending?

Is it completed?

Is there a clearance date? 

Did you open a dispute and paypal award a refund???
