i ordered some shoes yesterday, i paid 150Euro for shoes, and 13 euro for comission(paypal fees), my order was cancelled today by the seller due to the fact he didn't have items anymore.
i would like to know if paypal will refund me the 13 euros i paid for commisions...

Once a payment is refunded any fees applicable should be refunded also. The seller pays the fee on most transactions and if they refund a payment to you the fees are cancelled to ensure you receive the full amount you paid back.
