refund discogs cancelled transaction

Hello.

I cancelled a transaction on discogs because the item was unavailable. I did not realise the buyer had already paid via paypal.

I want to refund the buyer but paypal won't return the fees.
The discogs transaction never took place so paypal should not charge any fees for it.
How can I solve this? The transaction is cancelled in discogs.

Paypal no longer returns the fee you were charged when your buyer paid as part of any refund that you issue.
Paypal processes your buyers original payment and then the refund for you, the fee is for providing that service.
