recurring payment to friend

How can I setup a recurring $5 per week payment to a friend?

Unfortunately you have in mind is currently not supported - the work around would be for your friend to setup a subscription for you.  In reality that probably would not be practical as your friend would need to have a Business Account and would be charged a transaction processing fee each time.

Landed here when frustratedly trying to setup a monthly payment to my Mom - How on earth is this not possible ?

I know, right?  Paypal can do many other things that are much harder, but can't make a simple option to send recurring payments to someone.  It's mind boggling.
