receiving refund

I need to receive refund for return shipping for an Item I bought on ebay. The company Gen-Tel had tried to make the refund through PayPal but its not going through.

What can I do?

Generally, PayPal does issue refunds for return shipping, unless you have already signed up for the "Free Shipping on Us" program. You can file a claim or activate this free service by visiting the following site: www.paypal.com/returns. Otherwise, if you have filed an eBay claim to receive a refund, you may request a return shipping label or refunded return shipping costs from eBay customer service.
