i have a small question so i do streaming and i usually receive donations and check payouts from twitch is there a way to keep the money revived in paypal balance instead of going directly to my linked car or bank account ?

This would depend on the country your Paypal account is registered in. Some countries are not allowed to hold a positive PayPal balance due to government restrictions. This may be the case within the UAE and why your funds are sent to your bank/card.
