problem with: PayPal Business Debit MasterCard (UK)

HI,

 

Getting constant issues making payment with the above card linked to a Starling or Monzo current account bank debit card as the primary funding source.  Starling and Monzo say PayPal are reversing each transaction despite Starling and Monzo being happy with my account balances to approve the transactions.  What is PayPal doing wrong and why?  More importantly, can anyone at PayPal be bothered to fix it as they certainly won't respond to my messages or calls.   I might have no option left but to refer the matter to the Financial Conduct Authority (UK) as this behaviour is now affecting my business!
