problem sending money

Hello

I am trying to send $$ to a paypal account of a friend of mine in egypt but payment keeps getting denied.  I asked him to send me a request but the same problem still exist.  He is able to to send me money and i was able to refund it back BUT i can't send any money to his paypal account.  I also tried to open paypal with different browsers and do it on a desktop.  

Any help is appreciated.
