paypal debit pending / memo completed

Hello,

I've searched, but haven't found a satisfactory answer to this yet.

Basically, I have records where:

    Balance Impact is "Debit"

    Status is "Pending"       (one transaction is dated 08/19/2017)

However, there is also a matching transaction, 7 days later, where:

    Balance Impact is "Memo"

    Status is "Completed"   (dated 08/26/2017)

What does this mean?

This doesn't make sense to me [but then, I'm not an accountant]...Why would "Pending" be marked as the "Debit" when it happens before "Completed" occurs -- and "Completed" is called a "Memo"?!?  That makes no sense!  "Pending" should be the "Memo" and "Completed" should be the "Debit".  "Pending" implies the possibility of failure-- i.e. the transaction not going through -- yet it's already marked as Debit!  What happens if the transaction fails?  

This bothers me, because it degrades my confidence in the report!
