paypal and paypal credit not the same?

I recently had a negative balance on paypal. Why didn't paypal take the money to cover it from my paypal credit? I thought they were linked.

For clarity, "PayPal Credit" refers to PayPal's virtual line of credit.
When you have a negative balance, you have to add funds from your bank account to your negative PayPal balance to zero it out or PayPal will tack on the negative balance when you send a payment with a linked funding source during a purchase. This will be displayed during checkout. PayPal doesn't charge the negative balance automatically to a linked funding source and they don't put the negative balance on your PayPal Credit virtual credit line to zero out the balance.
