If your payments are declining, I'd recommend reaching out to support on this one as people in the forums can't quite assist with that without more personal profile details. So, you can ask support by following these steps:
• Log in to your account at www.paypal.com.
• Click Help at the top of the page.
• Click Help Center at the bottom of the page.
• Scroll to the bottom and click "Contact Us"
• Choose “Message Us” at the bottom.
They should be able to help further with that!
