payment wont send from PP balance! :(

My payment keeps saying my payment cannot be processed. it has been saying this for over a week. i cant send payments i cant transfer to my bank. my account is verified my bank and debit card is verified my identity is verified i called the number they keep telling me the same thing "to wait a few hours and try again" I have people i need to pay ! this is holding up everything! PLEASE HELP!!!

Are the funds in your balance cleared and not pending?

Are the funds in your balance in the correct currency for the person you are paying?

Do you use pay after delivery at all? (if that is an option in your country).
