PayPal is not an escrow service. That said, PayPal sometimes holds payments so, no guarantees, for the following reasons:

Nevertheless, if you send payment as goods and services, then you are able to dispute the payment if Item Not Received or Significantly Not As Described within 180 days from date of payment.
