payment declined sying we don't ship out of country

We have never seen this before, but today a Canadian customer tried making a purchase and a paypal message came up saying we don't ship our products outside of the US. I do not know where to change this.  And for the record our software is just a digital download.

No, we ran the card manually.  I am still interested in an answer now that I know someone else sees it too.
