Thank you for posting in our Community. I am sorry to hear that a payment was sent to an incorrect email address and that you did not receive the money back. I am afraid that we can only give general information here and I am not able to check why the refund was cancelled.
If you sent the payment as a payment for goods I would advise opening a dispute. This way we can help you to get the money back. If the payment was sent as a personal payment it would mean that we are not able to help :(. You could contact your bank to see what options they offer. Or you can try to contact the receiver of the payment again to ask them for another refund.
