paying in usd with a canadian credit card via a pay pal account?

Why does PayPal force me to pay for sending a usd payment via goods and services from a Canadian PayPal account with a Canadian currency credit card to a recipient company in China, instead of charging me in Canadian $ and charging me a conversion rate and then having PayPal send the funds to said recipient receiving in usd?

Merchants set the currency they want to receive, not PayPal. So if this Chinese merchant want to get paid in USD, you will be charged in USD to your CAD credit card through your CAN PayPal account.
The merchant can set up stores for each currency if they wanted.
