my pay after delivery has stopped working

PAD is offered by paypal and not the seller/site you buy from and is offered at checkout IF available.

Its basically a 14 day loan by paypal (the seller still gets paid immediately).

So i guess its withdrawn at the moment as paypals cash flow and abilities to make those 'loans' is reduced due to the pandemic.
