no confirm button on a pending payment

I need to buy something from a seller but my money is pending and there's no conformation button whatsoever. The "messaging" system just wasted my time with the automatic responses that lead me nowhere. I need to buy my family some gifts before the holiday season so somebody please help me out if you've had this issue.

Do you mean you have sold something and the funds are pending in your paypal balance under the new seller hold as per link?
