my transaction was declined

I tried to withdraw my money from another website but the otherwebsite couldn't transfer my money to my Paypal account giving me this message " RESPONSE WE RECEIVED FROM PAYPAL "REGULATORY_BLOCKED " why is that? i have confirmed my credit card and all seems good , so what is going on?

Okay I checked but couldn't find anything about why the website can't transfer my money to my Paypal account.
