my paypal account cannot receive money

a friend of mine tried to send me money but was told that my account cannot receive payments right now! what should i do to fix this so that my account can receive money?

Sorry, Tanzania PayPal accounts cannot receive payments, just for online shopping or sending money for goods and services.
