I understand how frustrating it is to have a payment decline. When making payments, I recommend using a consistent device with your location services turned on. You'll also want to make sure you're not using a hosting IP or VPN. If the error persists, you may need to allow 48 hours between attempts or contact Customer Support for assistance. You can reach Customer Support by clicking 'Contact' at the bottom of any PayPal website. Support is also available through Facebook Private Message or Twitter Direct Message.
