In which country is the PayPal account you're attempting to send funds to located?
As for the issue with your card, you may need to contact PayPal and ask if it can be added manually.
If you're attempting to send by inputting the recipients email address, have them send you an invoice and try to pay that way. If they are able to to receive payments from other PayPal users, try contacting PayPal support for possible issues with your account.
