it's not possible to make any payments to my pay-pal account

i couldn't receive any payments from others, they receive an error " this payment couldn't be done due to regulations".

how should they proceed, or what is the solution of this error.

Welcome to our Community Forums. Normally these kind of situations are accompanied by an email explaining how to receive the payment or why you were unable to receive the payment due to certain regulations. If you're still running into some issues receiving a payment due to certain regulations in place, I would recommend reaching out to our Customer Support. 

You can reach Customer Support by clicking Contact and then Call Us at the bottom of the PayPal website. They're also available through Twitter direct message or Facebook instant message.
