instant transfer

I always use instant transfer to my debit card and the money is always transferred instantly. However I just did one and it has been 20 minutes and it is STILL not in my bank. Yet PayPal website says it was completed when it was not. I’m very worried, I paid the 1% fee to get my money instantly. Has PayPal taken my money? Is there a way to get them to give me money back?? What can I do to get my money back?
