iTunes and App Store issues

I have money paid each month thru PayPal to pay for my iTunes an all my Apple product purchases go thru.. but when I attempt to buy music or apps it tells me I need to reestablish a link even though each month my iTunes membership is automatically paid. Why so complicated?
