i just sent money to a friend who no longer needs it. How do i get it back? they are unable to access their account. Transaction says it's completed.

As you haven't said how you sent it ie which paypal option you chose OR how you funded the paypal payment OR which country you are in OR which country they are in then sorry can't really help.
