please I have a problem I did some $ 400 payday on January 13th and I did not have it. Next time I used paypal services 23.12.I do not stop you from paying for this money and thank me for the money I never paid.
You need to contact customer services to resolve any limitation or account issues. Click help / contact bottom left of Paypal pages for options available for your country.
