hi! my client told me she sent out 4 USD to my acc a couple days ago but i still can't find it in my balance activity. Is it because my primary currency is set to PHP? need help :((

No. PayPal have been experiencing some service disruptions with Account history. Contact PayPal customer service to confirm if your account is affected:
Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.
Say "Live Agent" to the automated recording.
