i cant put an order

"We aren't able to process your payment using your PayPal account at this time. Please go back to merchant and try using a different payment method."

 

My account is fully verified and has no limits or restrictions. I have over triple the amount of money required for the purchase in my paypal account balance, but everytime i try to place the order I get this message. Ive tried intermittently throghout the day hoping it would resolve itself to no avail. And now Im worried ill be charged for the failed attempts as well. Anyone experience the same issue or know what to do to get the order to process?

Maybe the seller / merchant does not ship to your country?
