Do you have any limitations on your account?

Are you actually in the U.S with a U.S Paypal account?

What funding sources do you have linked to your Paypal account?

Have you just opened your Paypal account?

Have you verified your email address?

there is no limitation on my paypal account,,

im not in the USA but my paypal is USA paypal account.

my funding source is just simple, gift card business . my partner sent fund to my paypal.

i have balance on my paypal..

That would be the answer then, if you are in another country then you should have a paypal account from that country.

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / and bank accounts from within that country.

You are supposed to withdraw any funds / resolve issues / remove cards and bank accounts before you leave your old country. If you don't then you may have problems doing so once you have moved.

The only exception is U.S expats can add their bank accounts to other countries paypal accounts (paypal is a U.S company so they allow their citizens to do this).

HOWEVER if you are a U.S resident 'temporarily' working or visiting another country then if you use your paypal account there paypal will want verification thats its you before they will allow you to continue, thats normally the phone registered to your U.S paypal account.

You can't give an account to someone else as it would be in your name.

Do you have a U.S bank account or debit card linked to that U.S paypal account?

yes i have USA debit card link to my PayPal account.

As far as I can see then the only problem is that you are trying to use your US paypal account internationally and paypal can't verify its you.

So you could 'try' as a last resort giving a trusted family member you log in details and as they are in the U.S they 'may' be able to withdraw the funds for you to your debit card.
