i cant add paypal payment method to my facebook

I am having the same error and cant get any help from facebook. 

Every time i get this:

Something went wrong while processing your payment. You haven't been charged for this transaction, so please try again.

Me too, and I also noticed that I've had Server problems across the internet recently.. and not just me. By chance does anyone having these issues live in the UK? - Also have you guys noticed how most of this happened in September (this year, 2019) but started mildly around June. 

Found this out by going on to my Facebook Ads manager...

(It's actually irritating, as for me, I also tried to ''pay now'', and then tried to remove the paypal option, then add it back again, but all it did was send me a messege saying ''that there was a issue/error and I had not been charged'' - along those lines)
