Please return to the merchant and choose another way to pay.

Can explain which is the problem?

PayPal security system blocking it then if the payment was not declined. You're probably using a different IP address, internet connection, device or cleared cookies.

Don't try to force it by repeating and repeating the action, as there is no way to override it and so leave it alone for 24 hours so the system can reset and attempt the purchase again.
