You cancel payments from transaction log. Note that PayPal app does not have the cancel button neither does Safari web browser. Internet explorer and Google chrome works. (Edit) Depends if possible to cancel the pending payment, if you've viewed already the transaction log on web browser that should have cancel button but there's none, you may not be able to cancel.
You can only cancel a pending payment if its been sent to a non existant email address.
If it was sent to a valid email address but one that is not connected to a paypal account OR pending awaiting authorisation then if not claimed or authorised it will 'time out' at 30 days post payment.
