had a refund from a merchant on 23rd feb its still pending

asked a merchant for a refund as I paid by paypal it is being return via paypal however this was feb 23 and it is still pending I have rung up both parties and have been told its on its way as I use paypal a lot I cannot understand the length of time this has taken please help
