fee when sending money to a friend, same currency and in the EU, what am I doing wrong?

Hi, I am trying to send a payment, but it says that I have to pay a fee. But it should be free, because it is to a friend, there is no coin conversion and it is in the same country, which is within the EU (namely UK). What am I doing wrong? Please let me know as soon as possible, Thanks

Its free if funded from your bank account or funds in your paypal balance BUT you pay a fee if you used a card.
