family and friends option has disappeared

I used to send money to family and friends with no fees and then last week that option disappeared and I am having a fee added. Help. Have I changed account settings or something so that this option has disappeared?

The option should be appearing under the amount to send after selecting your payment method, if you are using the website to send.
