I have a buyer on ebay, he tells me he needs my paypal email address to pay for his item. is that a normal routine.

That's not how the system is intended to work - your potential  buyer may be attempting a scam.

Thats what im thinking. I got an email from paypal saying the payment has been taken out of his account and is pending being paid to me. It shows a 100 extra dollars added, after i ship the item and send them a tracking number it is released. i told him i wasnt doing that.

This is a typical scam.  DO NOT SHIP.

Also don't rely on a fake email.  You need to look at the real email address of the sender; it is not PayPal.

Always check the transcation details on your computer on th PayPal activity list.

No.  I've been an eBay buyer & seller for many years.  I've NEVER needed anyone's email address to complete an eBay transaction.
