I recently purchased an item on eBay which the supplier couldn't supply because he was permanently out of stock. The order was cancelled and I was issued a refund by PayPal. The issue I have is that the refund is much less than the original total price I paid. Do I incur any fees as a buyer either by eBay or PayPal as the seller made out I was the reason for the cancelled order, or is it because I'm an international buyer and I'm losing out on the exchange rate if it's not trending in my favour when PayPal refunds me.

If the seller used the 'refund' option and it shows as refunded then any loss would be down to currency conversion fees.
