ebay checkout problem: If you want to pay with PayPal, they need a little more info from you first.

I'm stuck in ebay checkout - there is a message at the top of checkout "If you want to pay with PayPal, they need a little more info from you first. You can also select a different payment option."  and when I choose payment method PayPal and click continue under "Please continue to PayPal for your payment." nothing happens - I just get a spinning icon.  I've used PayPal with ebay for years.  Not sure why it's not working now.
