eBay refund / verified?

I am due a refund from eBay, but they are insisting my account is not verified and therefore they cannot do it until it is verified. I have added a card, bank account, as the help section suggests. What am I missing?

Have you confirmed the bank account and card with the 4 digit codes sent to your bank and card statements when you added it?
