Hi.
I got e-residecy from Estonia. I also established an e-company in this country. I have a bank account on Transferwise (no deibt card).
I live in a country that doesn't support receiving money.
Can I open a PayPal business account in this country and receive money via PayPal?
I have e-residency card.

No because paypal is not supported in your country for receiving payments.
You can only send payments funded via a credit card.

PayPal is a private company that has the right to decide who it can open accounts for so no one but them can guarantee that you will be able to open one. Though e-Residency programme does not directly help to open a Paypal account, we know that many e-residents use Paypal for their business banking.
Please note that PayPal does not support non-EU residents even if they own Estonian companies, because they fall out outside of PayPal Europe licensing scope.
