An e-bay seller has asked for my paypal details to issue a refund ? this has never been the case before.

As long as its within 180 days of you paying then they do not need your email address.
Tell them to click on your transaction in their paypal account and the issue refund option is at the bottom of that details page.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
