customer trying to pay with credit card but page just keeps "loading"

when customer hits the "pay with credit card" option on the paypal website, the page doesn't load.  just has the spinning circle and "please wait"

I'm sorry to hear that customers are facing issue to make a payment, please ask them try to clear the cache and cookies from your browser history and use a different browser and if they are still facing issue please ask them to contact us.
