why is it i have a fee charge to the money that was sent to me? how can i have it back?

Someone sent you a commercial payment instead of a personal payment. You can refund it (for a small fee) and have the person send a friends and family payment.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
