cant receive payment

we cant go through with the payment because of the policy if the problem persists, call the client service this message showed to the person who is sending me money why?

When one tries to send money to my PayPal they are advised that I only accept payments on my website and yet I don't have a website and also I never opted for that option. How can this be rectified?
