cannot send money to "friends and family" option

I have tried sending my friend money. he badly need it. it has been on hold on this acc. I try sending again but the option of friend is not here on my account. can anyone help me resolve this so that he get the money instantly? Thanks

Unfortunately the friends/family payment is not available in every country and don't think its available in yours.

So all payments go as goods/services and subject to this hold.
