What funding source are you using to pay?
Have you confirmed it with the 4 digit code?
Are there available funds?
If using your balance is it in the correct currency?
If using a card is the billing address of the card the same as your paypal account address?
Is any linked bank account in the same name as your bank account?
Does the person you are paying accept the currency you are sending AND can they accept funds in their country?
