can't link my credit card

My paypal used to work just fine , it was linked to my Visa card , i removed it , and now i tried to add it back but i couldn't , it gives me this : We're sorry. We're not able to process your request right now. Please try again later. 
what am i supposed to do please ?

If it was working fine then why remove it?

You can only add a card to a paypal account x3 times in that cards lifetime so has it been more than that?

it was working fine before , but now idk why it stopped working , so i tried removing it and adding it back , and no , i don't think i've added the card more than once , this is 2nd time
