hello. I bought something on ebay, transaction was not made through eBay because I did not have account then. but after I created account they refunded my 55dollars and sent me a screenshot of refund. on my balance it still says 0 but idk why. i should have 55 dollars. It is not on my bank account either. Seller is telling that he refunded and that is all he can do. what should I do? I massaged to paypal but no response.
