can not sent a payment

some time  I can not sent a payment to my customer in my site , this is the message I get sometime I try to pay 
I'm from United Arab Emirates ( UAE)

"From time to time, PayPal must review a payment more closely to ensure it complies with the established User Agreement and our global regulatory obligations. We identified a risk that prevents us from completing this payment. We apologize for the inconvenience."

I have tried multiple time, I keep failing. If someone can help me out please message me.
